November 20, 2025 – Municipality of Loon Activity Center

The Municipal Government of Loon convened its Executive Committee Meeting on November 20, 2025, at 8:30 AM to review organizational performance, ensure alignment with Quality Management System standards, and address operational concerns across departments.
The meeting covered key agenda items including the Status of Actions from the previous meeting, Results of Audits and Evaluations, Facility Issues, Performance Monitoring, Opportunities for Improvement, Resource Planning, and Customer Feedback. These agenda points guided the body toward a focused and productive discussion.
One of the main deliberations centered on document compliance and transparency, following communications received from the BIR. Mr. Sylvio Carerosa raised concerns about pending responses from the concerned BIR personnel addressed to the report by the ISWMO Head, Mr. Roy Roferos, with Mayor Pedro M. Literatus, Jr. reading the official communication for clarification. Additional points were emphasized by Mr. Arnulfo Relampagos regarding unprocessed documents and the need for full compliance. Ms. Shiela Castrojo also highlighted the necessity of preparing supplemental documents covering March to December of the previous year.
On facility maintenance, the team discussed the replacement of the malfunctioning streetlamp at Moalong. Sir Elvis Peñaranda assured the body that replacement efforts are underway, with a tentative completion target of December 15.
The Internal Quality Audit Team Lead, Mr. Jerry Rulona, presented the results of the recent audit, noting areas needing improvement, particularly the alignment of Quality Objectives with PCR, IPCR, DPCR, and OPCR outputs, including strengthened Risk Management integration per department. These refinements are expected to be finalized before the next IQA cycle early next year.
For documentation and branding alignment, DMT Lead Mrs. Estrellita Geonzon presented five layout options for updating official document templates with the TUV ISO Certification and embedded QR code. The committee unanimously selected the design featuring the TUV logo at the lower right portion of the document. This new layout will apply only to offices within the audited scope, excluding LWS, Market, RHU 2, and CDL.
Through these discussions, the Executive Committee reaffirmed its commitment to continuous improvement, operational efficiency, and the consistent implementation of QMS principles across all municipal offices.
