















Officials and employees of the Municipality of Loon gathered this morning at the Loon Activity Center for the Regular Flag-Raising Ceremony No. FR-10-2026, reaffirming the Municipality’s commitment to discipline, accountability, and responsive public service. The ceremony was organized under the leadership of Mayor Pedro M. Literatus, Jr. and Vice Mayor Jorge J. Marapao, Jr., together with the members of the 16th Sangguniang Bayan.
Joining the weekly civic gathering were municipal department heads, LGU employees, and representatives from partner National Government Agencies including the Department of the Interior and Local Government (DILG), Commission on Elections (COMELEC), the Bureau of Fire Protection – Loon, and the Philippine National Police – Loon. The ceremony was hosted by the Municipal Disaster Risk Reduction and Management Office (MDRRMO), emphasizing the importance of preparedness and coordinated response as integral components of good governance.
During the program, Dr. Lopez, on behalf of Mayor Literatus, expressed appreciation to all LGU personnel who attended and complied with the recently issued directives concerning energy conservation measures. The directive stems from President Ferdinand Marcos Jr.’s Circular No. 114, which mandates government agencies to adopt energy-saving protocols across all offices. Complementing this national directive is Memorandum Circular No. 73 issued by Aris Aumentado, Governor of Bohol, reinforcing the call for efficient energy utilization among local government units.
In response, Mayor Literatus issued a local memorandum directing the adoption of a four-day work schedule for the LGU of Loon, effective March 9. Under the revised arrangement, official working hours will run from 7:00 AM to 6:00 PM, Monday through Thursday, until the memorandum is lifted. Department heads and office supervisors were instructed to ensure strict compliance while guaranteeing that public services remain uninterrupted. Essential offices such as Rural Health Unit 1 and 2, disaster response operations, ALAGAD services, and economic enterprise units will continue observing the regular five-day work schedule to maintain uninterrupted frontline services to the public.
Officials emphasized that the schedule adjustment reflects the Municipality’s proactive response to national and provincial energy conservation policies while maintaining operational efficiency. “Importante nga magtinabangay tang tanan aron masiguro nga walay serbisyo nga maapektuhan,” one official reiterated, underscoring the shared responsibility of every department in sustaining effective service delivery.
Another significant announcement made during the ceremony involved the upcoming visit of representatives from Wanju County on March 12. The delegation is scheduled to meet with Mayor Literatus and the Human Resource Management Office to discuss a potential Seasonal Workers Program that would allow residents of Loon to work temporarily in South Korea as agricultural laborers.
According to initial projections, the program may provide opportunities for approximately 300 seasonal workers, who could begin deployment as early as June this year if the arrangement proceeds successfully. During the visit, both parties are expected to sign a Memorandum of Understanding (MOU) outlining the framework for the recruitment program. The initiative will still undergo review and approval by the Sangguniang Bayan before final implementation.
The potential partnership is the result of coordinated efforts among the Mayor’s Office, the Local Migration and Development Council (LMDC), and the Human Resource Department. Officials described the initiative as a promising opportunity for employment and livelihood support for Loonanons while strengthening international cooperation. All LGU employees were reminded to observe proper uniform standards and wear their identification cards during the official visit of the South Korean delegation.
Meanwhile, previously scheduled meetings and activities originally set for Friday will be temporarily postponed as part of the adjusted work arrangement. The Executive Committee (EXECOM) meeting will be rescheduled pending the Mayor’s return from Manila, where he is currently attending the Convention of the League of Municipalities of the Philippines (LMP). Upon his return, possibly on Wednesday afternoon, the Mayor may convene a meeting with all department heads to provide further updates and guidance.
The ceremony also acknowledged the Municipal Disaster Risk Reduction and Management Office for hosting the event and for demonstrating professionalism through their complete uniforms and preparedness posture. Similar appreciation was extended to all LGU employees and partner agencies present, including the Bureau of Fire Protection and the Philippine National Police, for their continued cooperation and dedication to public service.
As the ceremony concluded, officials reiterated the importance of unity, discipline, and cooperation in carrying out the Municipality’s mission. Through adaptive governance, compliance with national policies, and forward-looking initiatives such as international labor partnerships, the Municipality of Loon continues to strengthen its development agenda.
