
Loon, Bohol — The Municipality of Loon held its 36th Regular Flag-Raising Ceremony of 2025 at the Municipal Center Grounds, led by Mayor Cesar Tomas M. Lopez, M.D., Vice Mayor Pedro M. Literatus, Jr., and the members of the 16th Sangguniang Bayan, alongside municipal employees, national government agencies, BFP-Loon, and PNP-Loon. The ceremony was hosted by the Market and Abattoir Department (MDL & Slaughterhouse), who were warmly acknowledged by Mayor Lopez for their contribution to this week’s flag ceremony.
Mayor Lopez opened the gathering with a heartfelt message of gratitude, extending his appreciation to all individuals and sectors who contributed to the successful conduct of the recently concluded Fiesta Celebration. He proudly emphasized that the celebration not only showcased the vibrant culture and unity of the Loonanons but also demonstrated that Loon can be very competitive, earning positive feedback from various activities that inspired pride and joy among residents and guests alike.
In a significant turn of events, Mayor Lopez also addressed a sensitive matter concerning local governance. He formally announced an informal transition of leadership following the dismissal of Mayor Yul Lopez (himself) by the Office of the Ombudsman due to a case filed in 2021, during the height of the COVID-19 pandemic—a time when the tourism industry of Bohol was heavily impacted. One of the highlighted issues referenced the municipality’s hosting of the Philippine Tourism Exchange (PhiTEx) under the Department of Tourism (context is in the video).
Mayor Lopez clarified that while Mayor Yul Lopez will remain present at the Municipality of Loon, he no longer holds legal authority as mayor pending the resolution of legal remedies currently being pursued in Manila. He underscored his unwavering respect for the rule of law, expressing confidence in the due legal process and anticipating further guidance from the appropriate agencies.
The announcement included plans for an official oath-taking ceremony involving the Liga ng mga Barangay through Hon. Tata Laniba, as part of the proper administrative transition. Mayor Lopez stated that Mayor Yul Lopez had already expressed his intent to transfer the official title and authority to the new municipal chief executive, Vice Mayor Pedro M. Literatus, Jr.
Following the transition statement, Mayor Pedro M. Literatus, Jr. addressed the assembly. He confirmed receiving a Memorandum Circular from the Department of the Interior and Local Government (DILG) dated September 5, 2025, through the Provincial Director, instructing him to immediately perform the duties and functions of the Local Chief Executive of the Municipality of Loon. He affirmed that the DILG holds supreme authority in enforcing such rulings affecting local government operations.
Mayor Literatus reassured everyone that his appointment was never a personal ambition but rather a responsibility to uphold the law and ensure that basic public services remain uninterrupted. He emphasized that municipal transactions, employee salaries, and essential services should not suffer delays during this transition period. To this end, he called for an emergency meeting with department heads, urging them to fast-track transactions for a smooth and organized governance process.
Furthermore, Mayor Literatus acknowledged the service, capacity, and integrity of Mayor Yul Lopez, commending his dedication to public service and affirming that the administration remains committed to continuing its service to the people of Loon — “Padayon gihapon ang atong serbisyo sa katawhan.”
Additionally, Mayor Literatus clarified the next steps in governance: the highest-ranking official in the Sangguniang Bayan, Kagawad Dondon Marapao, shall assume the position of Vice Mayor of the Sangguniang Bayan. He further emphasized that the administering of the oath must be done under the authority of the Liga ng mga Barangay President, as informed by the MLGOO, in compliance with procedural requirements.
The ceremony, which began as a routine gathering of government officials and employees, ultimately marked a pivotal moment of leadership transition for the Municipality of Loon — one that underscored the importance of lawful governance, institutional stability, and unwavering service to the people.
