
The Municipality of Loon formally conducted its 50th Regular Flag-Raising Ceremony of 2025 at the Municipality of Loon Center Ground, led by Mayor Pedro M. Literatus, Jr. and Vice Mayor Jorge J. Marapao, Jr., together with the 16th Sangguniang Bayan, municipal employees, National Government Agencies, and uniformed personnel from the BFP, DILG, COMELEC, and PNP-Loon. The ceremony was hosted by the Municipal Civil Registry (MCR).
In his opening message, Mayor Literatus warmly greeted everyone present and acknowledged the attendance of department heads, co-employees, partner agencies, and uniformed personnel, extending a sincere “Good morning” to all. He emphasized the importance of unity, presence, and shared responsibility in sustaining effective public service as the year draws to a close.
The Mayor then shared important updates concerning employee benefits, expressing mixed emotions brought about by the busy season filled with both official engagements and family commitments. He provided a clear explanation on the Collective Negotiation Agreement (CNA)-related matters, particularly the guidelines issued by the Department of Budget and Management (DBM) on the possible provision of Service Recognition Incentive (SRI) and Gratuity Pay, as stipulated under Administrative Order No. 39 and Administrative Order No. 40. He clarified that these incentives remain subject to the availability of funds and strict compliance with the prescribed rules and regulations. To ensure proper implementation, the Mayor announced that a Local Finance Council Meeting would be convened in the afternoon to carefully review the allowable amounts, in coordination with the Municipal Budget Officer, and subject to the approval of the 16th Sangguniang Bayan in its succeeding session.
A proud highlight of the ceremony was the recognition of UB-LI Kaskaseros Rondalla, hailed as a true Loonanon Pride, for their outstanding performance during the Dayegon Rondalla and Choral Competition held on December 13, 2025, in Tagbilaran City. The Mayor commended the group for bringing honor and recognition to the Municipality of Loon through their dedication to culture and the arts.
Adding to the significance of the event, the UB-LI Kaskaseros Rondalla rendered a live musical performance at the Municipal Center Ground, captivating the audience with their artistry and discipline. Attendees were encouraged to extend support through voluntary tokens of appreciation, given wholeheartedly as a gesture of encouragement and gratitude for the group’s contribution to local culture.
In his closing message, Mayor Literatus expressed his heartfelt thanks to the UB-LI Kaskaseros Rondalla for their commitment and for continuously uplifting the name of Loon in provincial competitions. He encouraged them to persevere and further hone their craft, leaving everyone with words of gratitude and goodwill: “God bless ug maayong buntag kanatong tanan.”
