The Municipality of Loon gathered at the Municipal Center Ground for the Regular Flag-Raising Ceremony No. FR-17-2026, led by Pedro M. Literatus, Jr. and Jorge J. Marapao, Jr., together with the 16th Sangguniang Bayan. Present during the ceremony were municipal employees, department heads, and partner National Government Agencies (NGAs), including the Department of the Interior and Local Government, Commission on Elections, Bureau of Fire Protection, and the Philippine National Police, all united in upholding discipline, patriotism, and excellence in public service.
The ceremony was hosted by the Sangguniang Kabataan Municipal Federation and the Municipal Cooperative Development Office (MCDO), reflecting the active participation of youth leadership and cooperative sectors in local governance.
Delivering the message on behalf of the Mayor, Dr. Lloyd Lopez warmly greeted everyone with “Madanihong buntag kanatong tanan,” and acknowledged the esteemed members of the 16th Sangguniang Bayan, including Hon. Hazel Saavedra, Hon. Ruel Legitimas, Hon. Dondon Relampagos, Hon. Rain Merquita, and Hon. Jeanette Vidal, alongside SB staff, department heads, LGU personnel, and national agencies present.
A major highlight of the announcement was the full support of the LGU Loon administration for the upcoming Service Caravan in Cabilao Island on April 29, an initiative spearheaded by the Provincial Government of Bohol under the leadership of Honorable Aris Aumentado, in coordination with Vice Governor Nick Besas. This whole-day activity aims to deliver essential government services directly to the residents of Cabilao, benefiting approximately 1,799 households through food pack distribution, agricultural assistance, health services, and other outreach programs.
Dr. Lopez emphasized that preparations are already well underway, following a series of coordination meetings conducted with barangay officials, particularly from District 8 of Cabilao Island. The LGU expressed its gratitude to all barangay captains and stakeholders for their strong cooperation, ensuring that the activity will be conducted smoothly and effectively—para sa kaayohan sa atong mga igsoon sa isla sa Cabilao.
Another important advisory concerned the observance of the Labor Day holiday on May 1, with offices temporarily returning to the regular 8:00 AM to 5:00 PM schedule. Additionally, a scheduled meeting at 1:00 PM with dive resort operators, barangay captains, and dive collectors in Cabilao will focus on improving the diving system and fee collection mechanisms, aimed at strengthening tourism management and revenue systems in the island.
Significantly, the Municipal Administrator also highlighted the upcoming ISO Surveillance Audit on May 20–21, to be conducted by TÜV Rheinland. This audit will assess whether the Municipality continues to comply with international quality management standards one year after achieving certification. It was proudly reiterated that Loon remains the first and only ISO-certified LGU in the Province of Bohol, a milestone that underscores its dedication to structured, efficient, and citizen-centered service delivery.
Dr. Lopez stressed that ISO certification is not merely for recognition among employees but is primarily for the benefit of the people—dili ni para sa empleyado kundi para sa katawhan sa Loon. He candidly acknowledged the challenges faced by departments in complying with rigorous documentation and process standards, yet emphasized that these efforts ensure consistency, transparency, and improved public service outcomes.
Early positive impacts of ISO implementation were also cited, particularly in the streamlined processing of business permits, where transactions have become significantly more efficient compared to previous years. However, Dr. Lopez noted that transformation takes time, and the LGU is still in the process of fully adapting to international standards—nag sugod pa lang ta sa pagkat-on unsaon paghatag og serbisyo nga naa sa global standards.
In closing, the Municipal Administrator, expressed sincere gratitude to all LGU employees for sustaining their commitments over the past eleven months, highlighting their dedication to maintaining quality governance and continuous improvement.
The ceremony concluded with a renewed call for unity, discipline, and shared responsibility among all stakeholders in serving the people of Loon.
