The Municipality of Loon, through the Business Permits and Licensing Office (BPLO), officially launches ELBI Services (Enhanced Loon Business-One-Stop-Shop Initiative)—a digital platform designed to streamline and modernize the processing of business permits and licenses.
Through ELBI Services (Access link: https://elbi.loon.gov.ph/), business owners and authorized representatives may complete their applications online by following these guided steps:
Step 1: Register as an online eServices user. Ensure that an authorized representative registers for the business or corporation.
Step 1.1: After completing the required fields, a Request Received prompt will confirm successful registration.
Step 1.2: Check your registered email from BPLO Loon and click the confirmation link to verify your account.
Step 2: Log in using the verified credentials sent to your registered email.
Step 3: Access the dashboard. Click your username on the navigation bar and select Business Application.
Step 4: Fill out all required fields accurately.
Step 4.1: Review all encoded details for completeness.
Step 4.2: Upload scanned or photographed authentic copies of all documentary requirements prescribed by law.
Step 5: Carefully read the Statement of Responsibility, which must be signed by the authorized officer prior to the release of the Mayor’s Permit.
Step 5.1: Review the application and click Submit Application once all details are correct.
Step 5.2: A system prompt will confirm that the application has been successfully saved.
Step 6: An Application Form for Business Permit will be generated. Print this form for your reference.
Step 6.1: Upon assessment, the BPLO will send an email notification once the application is approved.
Step 6.2: Applicants may also personally visit the BPLO with the printed form for final assessment and completion.
