The Municipality of Loon convened at the Municipal Center Ground for the Regular Flag-Raising Ceremony No. FR-15-2026, led by Mayor Pedro M. Literatus, Jr. and Vice Mayor Jorge J. Marapao, Jr., together with the 16th Sangguniang Bayan. Present in the ceremony were Municipal Employees, partner National Government Agencies (NGAs) including the DILG, COMELEC, Bureau of Fire Protection (BFP), and the Philippine National Police (PNP), united once again in the spirit of discipline, patriotism, and public service. The ceremony was hosted by the Human Resource Management Office.



























In his message, the Mayor formally greeted everyone with “Maayong buntag sa tanan” and acknowledged the presence of Sangguniang Bayan Member Hon. Rain Merquita, department heads, LGU employees, and representatives from national agencies including the BFP and PNP. He also emphasized the importance of inter-agency coordination, particularly with the DILG, in ensuring responsive and aligned governance.
A key highlight of the ceremony was the announcement of a newly issued Executive Order that took effect on April 10, focusing on energy conservation and regulation of public activities within the Municipality of Loon. This issuance aligns with the national directive under Executive Order No. 110, series of 2026, by President Ferdinand Marcos Jr., declaring a state of national energy emergency and mandating fuel and energy-saving measures across all government units.
The Mayor explained that the local Executive Order was carefully crafted through consultations with 67 Punong Barangays and key stakeholders, including the Coast Guard, PNP, Bureau of Fire Protection, and other concerned sectors. These consultations aimed to balance public welfare, cultural traditions, and responsible governance—alang sa kaayohan sa tanang Loonanons.
Among the regulated provisions emphasized were restrictions on certain fiesta-related activities, particularly in light of the upcoming fiesta season from April to May:
* Disco activities are strictly prohibited, despite anticipated resistance, especially among the youth. The Mayor stressed that this measure is necessary for maintaining order and ensuring responsible energy consumption.
* Basketball and sports activities were given conditional consideration:

- Ongoing tournaments may continue to honor prior commitments and expenses.
- ew tournaments are allowed but limited strictly within the barangay or purok level to minimize travel and resource consumption.
- * Fiesta Night Activities are now regulated:
- nly one night event per barangay fiesta is permitted.
- Barangays may choose whether to hold it during the opening salvo or the fiesta proper.
- Activities may extend overnight, provided it is confined to a single authorized night.
The Mayor underscored that these measures are not intended to restrict celebration, but to ensure sustainability, safety, and discipline during a time of national concern.
Following the policy updates, the Municipality proceeded to recognize Loonanon athletes who were not previously acknowledged during the last ceremony, upon the request of Hon. Rain Merquita.

These athletes were recognized for their commendable performance during the CVIRAA Meet, bringing pride and honor to the Municipality. Garbo sa Loon gihapon, as the Mayor expressed, highlighting the importance of continued support for youth development through sports.
The ceremony concluded with a renewed call for unity, cooperation, and responsible governance. The Mayor encouraged all employees and stakeholders to remain committed to their duties and to uphold the values of public service, especially in times that require collective discipline and shared responsibility.
