The Municipality of Loon, through its Quality Management System (QMS) Team, conducted the Day 1 of the QMS Consultancy and Gap Assessment on October 23, 2025, to evaluate the maintenance and effectiveness of its existing QMS in accordance with the ISO 9001:2015 standards. The activity began with an Opening Meeting and Review of Implemented Actions on Previous Audit Findings, highlighting the review of 3 Non-Conformities (NCs) and 29 Opportunities for Improvement (OFIs). The discussion with the QMR and process owners focused on verifying corrective actions and assessing improvement measures to ensure continued conformity and continual progress of the system.

On this occasion, the Municipality warmly welcomed its new consultant, Mr. Mark Anthony Lugay, an accomplished professional with over 15 years of experience in the Testing, Inspection, and Certification (TIC) industry. A Lead Tutor for the IRCA ISO 9001 Lead Auditor Training Course since 2017, Certified Data Privacy Officer (DPO), and Certified Six Sigma Green Belt (CSSGB), Mr. Lugay brings deep expertise in auditing, management system assessments, and process improvement. Notably, he served as Lead Auditor from TUV Rheinland during Loon’s ISO 9001:2015 Stage 1 and Stage 2 Audits earlier this year.
With this consultancy, LGU Loon reaffirms its dedication to upholding quality, transparency, and service excellence. Guided by Mr. Lugay’s expertise, the Municipality continues its journey toward continuous improvement and sustainable development, embodying its commitment to “Quality in Governance, Excellence in Service.”
