Lopez, M.D. and the 15th Sangguniang Bayan with the Municipal Employees, NGA’s, BFP- and PNP-Loon hosted by Accounting Office – In participation of the incoming Mayor Cesar Tomas M. Lopez, M.D. and Vice Mayor Pedro M. Literatus Jr and the members of the 16th Sangguniang Bayan.









A Turning Point for Loon: A Legacy of Excellence, A Future of Gold-Standard Service
Highlights:
It was an ordinary flag-raising ceremony — yet for the Municipality of Loon, it marked an extraordinary milestone. The atmosphere was filled with both gratitude and anticipation as the Local Government Unit officially announced that the Municipality of Loon is now subject to the ongoing certification process for ISO 9001:2015, in partnership with TUV Rheinland Philippines, Inc. This confirmation is not merely procedural; it is a formal testament that LGU-Loon is now a fully ISO 9001:2015 Certified Municipal LGU — the first in Bohol, and a shining example of how a town can champion world-class quality standards in local governance.




This historic confirmation was shared by the QMS-Loon team with pride, and it echoes the administration’s legacy: that public service, when guided by integrity, consistency, and the courage to do what is right, can uplift an entire community.
A Ceremony of Reflection and Gratitude
The morning began with a simple yet meaningful Flag Ceremony, thoughtfully hosted by the Accounting Office — a reflection of the meticulous, well-coordinated spirit that runs through Loon’s ISO-certified processes today. The Mayor, ever mindful of the value of collective effort, commended the team for their diligence and welcomed the presence of both the outgoing 15th Sangguniang Bayan and the newly elected members of the 16th Sangguniang Bayan, led by incoming Vice Mayor Pedro “Dodong” Literatus, Jr. and Mayor-elect Dr. Cesar Tomas M. Lopez.
In his address, the Mayor spoke from the heart, sharing important matters that bind the past, present, and future of the town.


Securing Aid for Odette Survivors
First, he gave an update on the Assistance for Individuals in Crisis Situations (AICS) for the victims of Typhoon Odette. He recalled how, back in March, Loon received ₱15 million in financial aid — a result of the combined efforts of former Governor Art Yap, Vice Governor Rene Relampagos, and Congressman Edgar M. Chatto. He emphasized that the LGU exercised due diligence every step of the way. Despite the timing of the election and DSWD’s request to hold the distribution, the LGU respected the process, waiting for the green light to distribute it equitably and transparently. As of last Monday, the final confirmation for release was received, reduplication was completed, and distribution is now imminent for those who truly need it most.
He gave special recognition to all who helped secure this assistance — including Senator Loren Legarda, who not only supported disaster aid but also contributed to the development of the Loon Town Square. For the Mayor, this is a testament to what collaborative governance can do when it puts people first.
A Leader’s Farewell: Gratitude and Unwavering Principles

Next, Vice Mayor Lloyd Peter M. Lopez, M.D. delivered a candid, heartfelt reflection on his journey as both Mayor and Vice Mayor. He looked back on the challenges, the decisions that were not always popular but necessary — including the bold relocation of the Loon Public Market (Mercado de Loon), which sparked significant administrative hurdles. That once-controversial decision has now become a catalyst for economic growth, transforming Loon into an attractive destination for investors and local businesses.
He spoke of the importance of doing the right thing, even when misunderstood — an ethos that aligns with Loon’s ISO 9001:2015 Certification. With this recognition, Loon is seen as a “good boy” of governance in Bohol — a benchmark for standardized processes, transparency, and trustworthiness that open doors for partnerships and progress.
In a gesture of genuine humility, Vice Mayor Lloyd Lopez expressed his gratitude to the people of Loon and offered apologies to those who may have misinterpreted his strong adherence to principled governance. His final words were filled with warmth as he officially welcomed the incoming 16th Sangguniang Bayan, Mayor Yul Lopez, the newly appointed employees, and the dedicated men and women of the BFP and PNP. As Mayor Elvi Peter L. Relampagos shared his closing note, he summed up this transition simply: after decades of service, he now chooses to live by a new motto — “To live, laugh, and love.”

A New Leader Steps Forward
Finally, Mayor-elect Yul Lopez, M.D., took the stage, extending his deepest respect to his predecessors. He acknowledged the enduring contribution of Mayor Elvi Relampagos and Vice Mayor Lloyd Lopez and expressed his profound joy to serve as the new steward of an LGU that now stands proudly ISO 9001:2015 Certified — a true “Gold Standard” of local governance.
He reaffirmed his commitment to uphold the same level of quality public service that has become Loon’s signature. He recognized each member of the incoming 16th Sangguniang Bayan and reminded everyone that only through unity, trust, and hard work can this legacy be carried forward. He closed his message with the timeless words of Dr. Juan Flavier: “Your Honors, I am ready to serve your people, again.”
