Highlights from the Weekly Flag Raising Ceremony

The Municipality of Loon began the week with the 29th Flag Raising Ceremony, hosted by the Rural Health Unit I, led by Dr. Maria Victoria Lamparas. The morning gathering was graced with the presence of Mayor Cesar Tomas “Yul” M. Lopez, M.D., the members of the 16th Sangguniang Bayan led by Vice Mayor Pedro “Dodong” Literatus Jr., and department heads from both local and national agencies. Also in attendance were the educators of the Loon North District, represented by Sir Mario Garcia, who were acknowledged by the Mayor as valuable partners in the continuous development and progress of the municipality.

Recognition of Partners and Stakeholders
The Mayor began his message by thanking RHU-1 for hosting the event and for their continued efforts in promoting public health. He also lauded the support of the Loon North District as key collaborators in building a better Loon. The presence of the Sangguniang Bayan Members — Kag. Jeanette Vidal, Kag. Mariel Juntilla, Kag. Dondon Marapao, and Kag. Rain Merquita — was also recognized for their active role in legislative support.
AIP Formulation and Strategic Planning
Mayor Yul highlighted the Annual Investment Plan (AIP) Formulation Workshop conducted last week, noting its role as a vital mechanism that “fuels” development programs. The budget and planning process, he emphasized, is like gasoline to a vehicle—it is crucial to implement sustainable and responsive projects in the municipality.
Coordination with DEPDev (formerly NEDA)
Loon was once again placed in regional focus as it engaged with the Department of Economy, Planning, and Development (DEPDev). The municipality provided insights and inputs to the regional planning body, highlighting Loon’s major undertakings, including:
Geopark Preservation Zones (uplifted areas post-earthquake),
Proposed legislative adjustments for Sandingan Island and Cabilao, aiming to delist non-critical zones from DENR-PAMB protection to allow regulated development,
And the initial proposal for a Loon Export Zone, which could significantly benefit local economic activity and investment.
Support for Centenarians and Healthcare Initiatives
The Mayor joyfully shared that ₱100,000.00 was turned over to a centenarian from Bagacay Kawayan, in partnership with the MSWDO, reaffirming the government’s commitment to honoring the elderly. He linked this milestone to his priority agenda: the Healthy Loonanon Family, which focuses on preventive healthcare and early illness detection through intensified household-level health checks and RHU interventions.
Disability Week and Inclusive Development
As part of National Disability Prevention and Rehabilitation Week, the Mayor expressed his solidarity with the PWD community, stressing that “no one shall be left behind.” He emphasized that every individual, regardless of ability, has a place and a contribution to Loon’s shared development.
Heritage Preservation
In closing, Mayor Yul shared a quick update on the repainting of the Municipal Building, reminding everyone that the building, constructed in 1952, is not just a facility — it is a living heritage. He underscored the decision to adopt a minimalist design in the repainting, to preserve its historic character while giving it a renewed presence.
Mayor Yul ended his speech with words of gratitude to all employees, leaders, and partners who continue to push Loon toward a shared vision of a “Madanihon” municipality — strong, healthy, and united in service.
