LOON @ 272: Celebrating Legacy and Leadership Through the BEST Program

PART II – ANNIVERSARY CONVOCATION

“ISO 9001:2015 – Gabay sa Mas Matinud-anong Pagpangalagad”

A meaningful and historic celebration unfolded as the Municipality of Loon proudly marked its 272nd Founding Anniversary—a time of thanksgiving, transition, and renewed commitment to quality public service. The convocation was a tribute not only to Loon’s rich legacy but also to the extraordinary achievements of the Team ReLo Administration, whose governance has been anchored in integrity, vision, and heart.

The ceremony began with a message of acknowledgements from Mr. Reigh Monreal, followed by an inspiring Welcome Remarks from Vice Mayor Lloyd Peter M. Lopez, M.D., highlighting the administration’s dedication to public service and its unwavering advocacy for inclusive development. This was followed by a message from Hon. Ae Damalerio, representing Congressman Edgar M. Chatto, who lauded Loon’s incredible progress and affirmed his continuing support for the incoming Team Uswag Loon, headed by Mayor Cesar Tomas M. Lopez, M.D. and Vice Mayor Pedro M. Literatus, Jr.

The celebration was brought to life by the Loon CDW Dancers—Grand Champions of the Provincial CDW Congress—alongside dynamic performances from the SK Municipal Federation and Lumad Napoanon, showcasing the town’s cultural pride and talent.

At the heart of the convocation was the State of the Municipality Address by Mayor Elvi Peter L. Relampagos, who passionately presented the administration’s key milestones through the BEST Program—a development framework that defined his three-term legacy:

B – Barangay Access Roads: Dalan Padulong sa Kauswagan
Improving road networks led to enhanced transportation, safer travel, better government service delivery, educational access, economic productivity, and stronger community connectivity.

E – Economic Development, Education, and Environment
Empowering communities through sustainable growth, environmental responsibility, and educational transformation—exemplified by the establishment of Colegio de Loon, a symbol of Loon’s enduring investment in its youth.

S – Social Protection, Safety, and Security
Social programs became platforms for equity, compassion, and opportunity. From welfare support to safety systems, Loon strived to ensure every citizen is protected, included, and uplifted.

T – Tourism Development and Trade
Advancing local identity, job creation, and business vibrancy through tourism promotion, infrastructure development, and community engagement.

These are not just accomplishments—they are commitments realized. From landmark projects like the Loon Municipal Hall renovation, Tubig-Loon Spring Park, and the Loon Peace Park in Moalong, to the Manpower Development and Assessment Center, the BEST Program provided the roadmap for resilient and progressive governance.

Mayor Relampagos also proudly acknowledged Loon’s trailblazing achievement as the first and only ISO 9001:2015-certified Municipal LGU in Bohol, a recognition earned through the unity and dedication of LGU leaders, department heads, and employees. This certification represents not just excellence in systems and standards, but a pledge to genuine, people-centered service.

He emphasized that such programs must continue with the support of national, provincial, and local partners—because real progress requires collaboration, continuity, and compassionate leadership.

“Kini nga kalihukan dili lang usa ka checklist sa ISO requirements. Kini usa ka timaan nga kita seryoso sa pag-uswag…” the mayor said, reminding everyone that progress comes not from titles or trophies, but from shared purpose and unified action.

With every initiative, Loon continues to rise—serving as a model of governance with heart, culture, and purpose. As we reflect on 272 years of growth and service, let us move forward with even greater determination to build a peaceful, prosperous, and globally competitive Loon.
