LGU-Loon Earns “Ideal” Rating in 2025 LCPC Functionality Audit

Loon, Bohol — The Local Government Unit of Loon, under the leadership of Municipal Mayor Elvi Peter L. Relampagos, proudly announces its achievement of the “Ideal” functionality level in the 2025 Local Council for the Protection of Children (LCPC) Functionality Audit, as officially assessed by the Department of the Interior and Local Government (DILG).

This prestigious recognition places Loon among Bohol’s top-performing LGUs in championing child protection and welfare, highlighting the municipality’s steadfast commitment to child-centered governance. The evaluation reflects the LGU’s effectiveness in formulating and executing policies, programs, and services that ensure the survival, development, protection, and participation of children within the community.

Conducted annually during the first quarter, the LCPC Functionality Audit serves as a national benchmarking initiative for LGUs. It assesses how well local governments institutionalize and operationalize mechanisms to safeguard the rights of children, based on key indicators set forth in DILG Memorandum Circular No. 2021-039.

To receive the “Ideal” rating— the highest level in the audit—an LGU must score at least 80% across multiple performance areas. Other rating categories include:

Basic (20% and below)

Progressive (21–50%)

Mature (51–79%)

On the national scale, 87 out of 136 LGUs (63.97%) achieved the “Ideal” status in 2025, showing a notable increase from only 55 LGUs (40.44%) in 2024. This improvement marks a significant stride in promoting child welfare and accountability among local governments across the country.

Mayor Relampagos expressed his gratitude to all stakeholders, especially the Municipal Council for the Protection of Children, frontliners, and partner agencies, for their shared commitment in making Loon a safe, inclusive, and nurturing environment for children.

“This recognition reflects the heart of our governance in Loon—where every program, every policy, and every decision prioritizes the well-being and future of our children,” the Mayor said. “We remain committed to building a community where every child thrives with dignity and hope.”

This achievement also aligns with Bohol’s broader vision as the Philippines’ first and only UNESCO Global Geopark and Regenerative Island, reinforcing the province’s dedication to inclusive and sustainable development at all levels of society.
