The Local Government Unit of Loon continues its tradition of meaningful governance and community-centered service with the conduct of the 30th Regular Flag-Raising Ceremony for 2025. The event was led by Mayor Cesar Tomas M. Lopez, M.D., Vice Mayor Pedro M. Literatus, Jr., and the 16th Sangguniang Bayan, with full attendance from department heads, LGU employees, national government agencies, and uniformed personnel from BFP-Loon and PNP-Loon.

Gratitude for Unity and Service
Mayor Yul opened his speech by expressing his appreciation for another week of public service and renewed commitment to the people of Loon. He acknowledged the presence and unwavering support of the Sangguniang Bayan Members—Hon. Marie Hazel Saavedra, Hon. Rain Merquita, Hon. Dondon Marapao, Hon. Ruel Legitimas—and lauded the Offices of the Senior Citizens and PWD for hosting this week’s program.
He underscored that social services remain the backbone of the LGU’s mission, stating:
“We should never stop finding ways to serve our people better.”
Celebrating Impactful Public-Private Partnerships
Mayor Yul highlighted the success of last week’s “Gasa sa Kahimsug” Nutrition Launching and Nutrition Month Culmination. He commended the Quota Club of Cebu South, led by Ms. June Francis Herrera Chiongbian, for their sustained 6-month commitment to support children and mothers in Loon through nutrition interventions, food and milk distribution, and values-oriented parenting education.
He emphasized the significance of this collaboration as a model for LGU-NGO partnerships, reinforcing the need for continuous monitoring as part of a governance model focused on sustainable health and nutrition.
Strengthening Partnerships Through Dialogue
The Mayor shared that the LGU received numerous courtesy visits last week from various partners, institutions, and community representatives. These engagements, he noted, are part of the LGU’s ongoing strategy to enhance inter-agency collaboration and unified development efforts.
Introducing the New Chief of Police: PCPT Thomas Zen B. Cheung
Another highlight of the morning was the introduction and official welcome of PCPT Thomas Zen B. Cheung as the new Chief of PNP-Loon. Mayor Yul also took the opportunity to greet PCPT Cheung a happy birthday, adding a touch of celebration to the official ceremony.
In his message to the Loonanons, PCPT Cheung expressed heartfelt thanks for the warm reception and assured everyone of his commitment to lead with integrity. He emphasized one key leadership quality that he vows to uphold:
“INITIATIVE” — the capacity to respond not only with duty but with purpose, creativity, and courage.
He illustrated this value through a short, inspiring story, emphasizing that the quality of service delivered to the public depends on how proactive and solution-oriented a leader is.
